Warning Against Using Sham Cash Transfers

Sending money transfers from Europe to recipients in Syria via the Sham Cash app could poses serious legal, financial, and security risks to residents of Europe.

Because Sham Cash operates outside the formal, regulated international banking system, European authorities subject transactions related to it to rigorous scrutiny under anti-money laundering and counter-terrorism financing protocols.

The Sham Cash app emerged in Idlib under the influence of Hayat Tahrir al-Sham. Hayat Tahrir al-Sham and its affiliated entities are designated as terrorist organizations by the European Union and European governments.

Under European counter-terrorism financing laws: Sending money—even to family members—that passes through an app controlled by an unrecognized administration linked to, or financially benefiting from, a designated group can lead to prosecution for financing terrorism.

Key information about Sham Cash:

External server hosting: Technical forensics audits indicate that the servers running the Sham Cash application and its data logs are hosted outside of Syrian jurisdiction, specifically in Northern Cyprus.

This cross-border disconnect obscures data trails and legal accountability, making it virtually impossible for independent oversight bodies to track the movement of illicit assets.

Illicit transfer channels: Dark web and threat intelligence reports indicate that malicious actors are exploiting digital wallet systems in the region, including Sham Cash, to facilitate the immediate conversion of stolen digital assets or proceeds of cybercrime into a usable local currency.

Politically controlled monopoly: The Syrian government mandated that all public sector salaries be paid through the application. Exclusive cash withdrawal rights were granted directly to two private money transfer companies affiliated with the ruling political factions.

These two companies generate millions of dollars annually in unregulated transaction fees, providing an easy mechanism for political elites to legitimize state-plundered wealth.
