The United Nations International Commission of Inquiry issued its report on the events on the Syrian coast and in central Syria. It confirmed that forces loyal to the current legitimate government and members of the former regime committed serious violations amounting to war crimes. The report focused on the involvement of the Amshat and Hamzat, who were rewarded by the de facto authorities and made commanders of military units.
