What is LVU?
The LVU (Lag med särskilda bestämmelser om vård av unga), or Care of Young Persons (Special Provisions) Act, is Sweden’s primary legislation for compulsory child protection.
Enacted in 1990, it empowers social services to intervene when a child at significant risk due to neglect, abuse, violence, or the child’s own behavior (e.g., substance abuse or criminal activity).
BUT In 2020, about 3,486 children were placed in care under LVU, out of Sweden’s roughly 2 million minors—a rate among the highest globally, reflecting a proactive welfare state approach.
Religion or ethnicity alone cannot justify removal; services aim to preserve cultural ties, such as placing children with family networks
Disproportionate Application to Immigrants: Data from 1990–2022 shows LVU interventions are 1.5–2 times more common among foreign-born children, often linked to socioeconomic factors like poverty or domestic violence rather than bias. However, critics highlight cultural misunderstandings (e.g., strict parenting styles misread as abuse) and incentives for municipalities to increase placements for state funding—Sweden’s public sector relies heavily on such “performance” metrics, with one small municipality reporting a 6 million SEK surplus from LVU cases in a recent year.

Risk criteria:
But the big problem is the lack of clear criteria that classify the risks that the social service concerned with this law is talking about. What happens is that the criteria in many cases are based on the personal mood of the person in charge of social service. And the mood may include dangerous elements such as racism and religious and ethnic difference.
